Collective animal nouns has fascinated me since I was a child, the imagery that some produce is just wonderful. This is a counting puzzle with each fish being a puzzle piece along with the text bubbles. The idea being that other puzzles could be produced. An Army of Caterpillars or Parcel of Penguins for example.
